The CSP is required to produce a Community Safety Strategy every three years. The Community Safety Strategy 2005-08 is now complete and is available as a downloadable document below. The themes we have identified as priorities for the next three years reflect the information provided through the 2004 Audit carried out by Safer Derbyshire Research and Information Team, the views expressed by local people through consultation exercises, and government crime priorities. Having considered these, the priorities for this Strategy for the next three years will concentrate on violent crime, anti-social behaviour and acquisitive crime equally. We have identified a whole range of initiatives under each theme on which we will focus our effort and resources.
CSP Partners
Bolsover Community Safety Partnership is a Partnership of many agencies and organisations working together in the area. It is led by the District Council, the Police and the County Council. Other statutory partners include the Derbyshire Probation Service, Derbyshire Fire and Rescue Service, the Primary Care Trust (PCT). Other voluntary and community organisations are as follows; Neighbourhood Watch, DCC Youth Services, Local Education Authority and Social Services, Housing Associations, Groundwork Cresswell, Bolsover Leisure And Tourism, Local Action Group Representatives, Community & Volutary Partners (CVP), Junction Arts, Police Authority, Youth Offending Team, GOEM, Connexions, Sporting Futures, LSP, DAAT, Bolsover Local Area Committee, Crimestoppers.

Areas of Work
Over the past three years the Partnership has developed and implemented many successful schemes that have impacted on the reduction in crime figures. The following projects have been funded by external funding streams including Building Safer Communities (BSC), Home Office Regional Directors (HORDS), Derbyshire County Council (DCC), Neighbourhood Renewal Fund (NRF) and Anti Social Behaviour (ASB) funding, which has resulted in the employment of ASB Co-ordinator. The Partnership has set up Local Action Groups in higher crime areas and local initiatives have been developed to tackle community safety issues. Part of the strength of these groups has been the involvement of community representatives working jointly with police officers, health visitors, youth workers, housing officers and Councillors.
Over the past three years the Partnership has developed strong working links with a number of other multi-agency groups in order to tackle crime and disorder and deliver the Community Safety Strategy. These include:
- North Derbyshire Domestic Violence Forum
- North Eastern Derbyshire Racial Harassment Consultative Group
- Bolsover, Chesterfield and North East Derbyshire Drug and Alcohol Action Group
- Derbyshire Youth Offending Team.
In addition, every effort has been made to link this Strategy to other plans and strategies in the Council and partner agencies, particularly through the emerging Community Strategy. Also considered are the Policing Plan, Probation Strategy, Drug and Alcohol Strategy and Youth Offending Service Plans.

A major funding initiative provided through the LSP which has benefited the Community Safety Partnership is the Neighbourhood Renewal Fund (NRF)
One such project developed using NRF funding is the Neighbourhood Management Scheme. This has seen the provision of community houses and community workers in four of the districts most deprived areas. (Bolsover Castle Estate, Shirebrook Model Village, New Houghton and South Normanton). This project has improved local services, helped to tackle crime and youth disaffection at a local neighbourhood level and provided support for families with young children, the elderly and the vulnerable.
Achievements
- Burglary the CSP has installed security measures in over 1000 houses, improved street lighting, increased Neighbourhood Watch schemes, held crime prevention events in the community, and supported the Prolific and Priority Offender Scheme.
- Drugs/Alcohol - Substance Misuse Officer employed to deliver training, supported local drug agencies, supported police and Trading Standards operations.
- Vehicle Crime increased police presence at Tibshelf Services and held crime prevention awareness events.
- ASB ASB Officer employed and set up ASB Team, developed new guidance for residents and issued interventions (ASBOs, Dispersal Orders, ABCs etc)
- Violent Crime and Domestic Abuse distributed personal attack alarms to vulnerable groups and developed strong links with Womens Aid.
Anti-social Behaviour
ASB was identified as a priority for the CSP from the Audit 2004 and public consultation as being of concern to the public as it causes disruption to local communities. Anti-social behaviour impacts negatively on all people, young and old in all communities. It reduces the quality of life for District of Bolsover residents for whom it is a key concern.
ASB covers a wide variety of incidences including criminal damage/arson, vandalism (including to businesses), noise nuisance, abandoned vehicles, substance misuse, hate crime and general disturbance.
Violent Crime
Violent Crime includes robbery, sexual offences and Violence against the person offences, such as assaults and accounts for 17% of all crime in the District of Bolsover. Public consultation identified violent crime as being the second highest priority. This Strategy will concentrate primarily on domestic abuse and alcohol related violence as they are the most common, domestic abuse accounts for 43% of violent crime in Bolsover and there is a strong link between incidents of violence and licensed premises.
Acquisitive Crime
Acquisitive Crime (domestic burglary & vehicle crime) This includes crime types such as motor vehicle crime, residential burglary, retail/business crime, fraud and counterfeiting. The priorities identified for the purpose of this Strategy will concentrate specifically on domestic burglary and vehicle crime. Public consultation showed that burglary is the number one priority of the local community and vehicle crime makes up 16% of all crime in the District of Bolsover.
Domestic burglary and vehicle crime have both been identified as County-wide priorities.
Common Themes
Whilst prolific and priority offenders, fear of crime and drugs and alcohol are not strategic aims in their own right they are clearly cross-cutting in nature and will be considered across every aim and be an integral part of the CSP action plans.
