Background
A new Town and Country Planning system was introduced in September 2004. The changes have implications for the development plan system, replacing County Structure Plans with the Regional Spatial Strategy (spatial = relating to the position, area and size of things
) and replacing district local plans with Local Development Frameworks (LDF). The LDF can be regarded as a portfolio of local development documents that collectively deliver the planning strategy for the local planning authority's area.
What is the LDF?
The LDF sets out Bolsover District Council's policies and proposals on a range of issues from where new housing, shops and jobs will go, to the protection of the district's countryside.
The framework contains a group of separate but interrelated planning documents. They are intended to streamline the local planning process and promote a proactive, positive approach to managing development. The key aims of the LDFs include a degree of flexibility, where quick responses to changing local circumstances are achieved through review, and ensuring early and effective community engagement/capacity building, ensuring the community is aware and feels empowered to have an input into development.
What are the benefits of the new system?
The new system is intended to:
- Deliver stronger community involvement
- Be more flexible
- Be more responsive
- Reflect the needs of local people
- Help in the delivery of sustainable communities
