Matters Arising
Chair position and roles: Nick Payne is happy to become Chair of the Group. Nominated by Peter Cansfield. Agreed by all people attending.
LSP Seminars Conference was to take place Monday and Tuesday this week however, no information was received about the seminar, as a result Steve Bidwell and Mandy Chambers did not attend. The lack of communication will be fed back to Government Office. Also in the future more notice of impending seminars.

Feedback from Executive Support Group
· Bolsover LSP NRF Allocation We received an amber/green traffic lighting for this year (this is self-assessment and Government Office assessment).

5. |
Review of Current Activities and Priorities for 2006/07
Steve Bidwell highlighted the need to commission for priorities early and look at projects which need to be continued next year or which will be submitted for mainstreamed funding. Enc. B viewed by attendees.
Are we hitting our priorities?
The Group looked at existing priorities. Road Traffic accidents (a Government target) within Bolsover was seen as a lower need to accidents in the home. Therefore, the latter is to be focused upon. It may be that Government Office may give guidance in the following months, but for the Health and Wellbeing Group these will, hopefully, be based upon local need.
It was agreed that priorities will remain the same as 2004/05.
Mandy Chambers advised that Neighbourhood Renewal Funding for the next financial year may not be the same as last year for the Health and Wellbeing Group, therefore, this needs to be taken into account when looking at the priorities.

· Chest Disease
Lots happening/contributing to better health through the warmer homes project, Community Matrons and COPD Development Work.
Sandra Moody provided an update on the Community Matrons project. There will be 4 Community Matrons in post by January. The PCT would like continued funding for next year to achieve an enhanced service. This service will happen earlier because of Neighbourhood Renewal Funding, therefore, piloting the service for the rest of the PCT.
· Cardiovascular Disease
Bolsover Wellness (now in second year). Evaluation proved very positive (this will show where the spend needs to be directed). It was put to the Group for transitional funding until further funding is secured.
Dr. Barrett gave her overwhelming support to the project and the difference it has made to the local lives of the community. Dr. Beales highlighted the need for continuation of short term projects.
Bolsover District Council has already agreed to mainstream the exercise referral co-ordinator. We will come back to the group with a précis of the evaluation. Laura Khella advised that although the Neighbourhood Renewal Fund was not a continuing fund, it would be acceptable to fund the project further because of its success. Peter Cansfield commented that if Choosing Health monies became available, this would be one of the projects looked at for mainstreaming.

· Cancer
Very difficult priority all of initiatives are contributing to a reduction.
Peter Cansfield queried whether there was a problem with Radon gas in the area. Steve Bidwell answered that it was not a major problem in Bolsover.
Screening Uptake - Monies for Experian Data. It will be important in the future to have better mapping data to ensure, for instance, equitable uptake of screening. Peter Cansfield would put forward a proposal to obtain Experian data for health mapping. This was generally supported by the meeting.

· Long Term Conditions
Mostly PCT interventions.
CAB need a report showing evaluation. Bolsover District Council have agreed a percentage of this next year this may be something to again be included in the PCT development plans. CAB not available in South Normanton/Pinxton.

|
|
|
· Obesity
Obesity Strategy routes to achieving. Gerald Beales commented on the importance of mainstreaming Bolsover Wellness in order to secure staff for the future 12 months. The Scheme is Looking at rolling out to children obesity. Sue Pond reported that the Community Sports Officer, Bolsover Sports Action Group, was working with children.

· Mental Health
Whitwell and Creswell Project and Transport Project had been omitted on the list but were reported as achieving benefits. Young Mums and Bumps so successful need another Creche Worker. Working with Health Visitors and Nursery Nurses and local community services to go on to achieve education success.

|
|
· Sexual Health
A lot of work occurring across the County. Gerald Beales reported that the CASH project needed to be carried on next year to prove its effectiveness.

|
|
· Accidents
Local Safety Equipment Schemes were available across Bolsover. To start First Aid training for community staff to enable them to train local communities to be First Aid aware.
|
|
|
|
· Isolation
Jill Meads gave an overview of the Transport scheme and how it linked into many of the priority areas. Also offer Dial-a-Bus and Peak Tours. Provide a service for taking children to leisure/older people to leisure etc., swim sessions at Creswell x 4 per week. Allows people to access schemes otherwise unattainable.

· Creswell & Whitwell Project
Cathy Sims reported on the project and the need for continuation funding to prove the outcomes for mainstreaming the Bathing Service which had been initiated in the past few months.

|
|
· Information
Peter Cansfield stressed the importance of sharing information and local data. He continued that in the future the Group perhaps could look at access to healthy food and transport links.
|
|
|
|
· Income
Release 5 volunteers trained. Lead was the South Normanton Community Church. Looking to do outreach work in South Normanton and Pinxton. This was seen as a pilot project.
|
|
|
|
|
|
|
|
· Alcohol and Drugs
Strong link with Community Safety and a number of projects were commissioned from that Group.
|
|
|
|
· Five A Day
Gerald Beales reported that Spearhead PCTs will receive additional funding for this.
|
|
|
|
· Projects Underspending
A lot of projects were foreseeing an underspend before March 2006. Laura Khella asked that projects look at differing activities which would still achieve the original aims and objectives of the project and discuss with her to draw back some of these underspends.

|
· Carers Support Group

|
|
|
· Carers Sitting Service
Underspend due to late start.
|
|
|
|
· Bolsover Wellness
£40,000 underspend due to mainstreaming of a post and spending tends to be higher in last two quarters. Will be looking at outreach bases/work with children.

|
|
· Young People Sexual Health Project
The underspend is to be reallocated to additional pieces of work which achieve the original aims and objectives.
|
|
|
|
· CAB in GP Outreach.
|
|
|
|
· Warmer Homes
Although document shows a large underspend, the project has started delivering. Additional facilities have been included within the scheme. Currently 54 properties have been highlighted 26 of these have refused the scheme.
· Home Environment
Coal to gas conversion has been kick started with Neighbourhood Renewal Funding evidence base good enough to attract funding from other sources than NRF.

· Young Mums and Bumps
Additional funding needed.

|
|
· Smoking Cessation
Ongoing funding will be spent.
|
|
|
· Community Sports Officer
Sue Pond reported that the project was for a duration of 9 months. Agreed with Laura Khella to use underspend.

|
|
|
· Choosing Health Worker
Mandy reported that this was going well ensuring progress of various initiatives and initiating new projects. The post should be continued next year.

|
|
· COPD Worker
Revised profile.
|
|
|
|
· Community Matrons
Expect to be spent.
|
|
|
|
· Message in a Bottle
To purchase more from Spearhead Fund.
|
|
|
|
The need to feedback to Government Office the problems associated with short term funding and problems with revenue appointing staff.
Look towards larger projects for the next 2 years. Money could be used for set up costs, i.e. advertising getting someone in post for the following year.

|
|
At Risk Projects
Produce Action Plan for end of year projects that you want starting April Executive Support Group in January. Group will know allocation in New Year Board will decide priority areas in January.

|
Living With Teenagers
Started off slowly but is now more widely accepted with many people attending the course now. Many links with Community Safety Partnership.

|
|
|
CAB Outreach
Need to invite to next meeting. (Invite Phil Morris to talk about his project and making links with Release and other projects etc.)

|
|
Choosing Health Worker
Already covered many other initiatives covered within this project.
|
|
|
|
